My name is Reiko Toyoshima, and I’m a certified Gyoseishoshi (Administrative Lawyer) based in the beautiful lakeside town of Takashima, Shiga Prefecture. I provide legal support in fluent English for foreign nationals who wish to start a business or build a long-term life in Japan’s rural regions.
Having worked with people from all over the world—and having moved myself from the bustling cities of Tokyo and Kyoto to a quieter life here in Shiga—I understand both the challenges and the rewards of starting a new chapter in a new place. Professional Background
Born and raised in Tokyo, I graduated from the School of Education at Waseda University in 2000, specialising in Geography and History.
During my university years, I realised a long-held dream of studying in the UK, spending nine months on a self-funded programme.
After graduation, I began my career as an interpreter for the Director of the Intelligence Headquarters at the former Japan Defence Agency (now the Ministry of Defence).
I later worked in international exchange and human resource development at a government-affiliated organisation under the Ministry of Economy, Trade and Industry. As Japan’s delegate to the APEC Human Resources Development Working Group (HRDWG), I led collaborative projects both domestically and overseas.
In 2015, I relocated to Kyoto and served as an Academic Advisor for an international joint degree programme at a private university in the Kansai region.
In 2024, I moved to the lakeside town of Takashima in Shiga Prefecture. The following spring, I established Emilio Administrative Law Office—a small, independent practice supporting foreign residents and entrepreneurs in Japan with tailored, English-language legal services.
