
My Mission, Vision and Values: Supporting Life Transitions with Heart and Expertise
Hello, and thank you for visiting my blog! My name is Reiko Toyoshima, an administrative lawyer based in Takashima City, Shiga Prefecture. Today, I’d like to share with you the mission, vision and values (MVV) that guide my work—especially for those navigating important transitions in life.
Mission: Create Opportunity
Creating new opportunities for people at turning points in life, with the aim of building a more fulfilling and inclusive society.
I have experienced several major transitions in my life: studying abroad in the UK during university, moving from Tokyo—where I lived for nearly 40 years—to Kyoto, and later relocating to Takashima City in Shiga Prefecture.
Each time I started a new life in an unfamiliar place, I felt both excitement and anxiety. Sometimes, I was faced with unexpected realities. I still remember being surprised by how different the cultures were between the Kanto and Kansai regions—even within Japan. It made me realise how much more overwhelming cultural differences can be for people coming from abroad.
At the same time, these transitions gave me invaluable gifts: growth, connection, and above all, the joy of choosing a path that feels truly my own. That’s why I care deeply about creating opportunities for others.
As an administrative scrivener, I help people make use of various public systems—such as visa applications and legal procedures—tailored to their goals and situations.
Personally, I also draw on my lifelong involvement in international exchange and my language skills to help non-native speakers express their hopes and values clearly, ensuring their voice reaches the right place.
Vision: Encourage Self-Expression
Promoting a society where everyone—regardless of nationality, age, gender, or location—can freely express their thoughts and individuality.
Though society is becoming more diverse through globalisation and technology, invisible barriers still remain. I’ve experienced how gender and age once limited the kind of work I could pursue. That’s why I want to support others who are striving to overcome such hurdles and carve out their own path in life.
Towards a world where more people can share their feelings and identity freely—supporting those who are bravely redefining how to live is at the heart of what I do.

In my previous job as an undergraduate academic advisor, I had the pleasure of supporting international students with diverse backgrounds. Through those experiences, I learned how essential it is to look beyond nationality, gender, and social status—and to simply relate to others as human beings. This has become a guiding value in my life.
Life transitions are filled with hope—but also stress. That’s why having someone who can think things through with you can bring tremendous comfort.
As your administrative lawyer, I strive to go beyond mere procedure. I want to stand with you as a trusted partner—walking together toward your goals.
